03Decisions we need to lock this week

1 · Structure. Are we bidding as a Joint Venture (needs a signed JV agreement, your firm as lead member) or is Codeaza a sub-consultant under your firm? Note: the RFP allows both, but a sub-consultant cannot appear in more than one proposal.

2 · Commercial split of the PKR 25 M — how we divide the contract value between the two firms.

3 · Authorised signatory / power of attorney for submission and, if we win, contract signing.

4 · Eligibility confirmation. Please confirm early that your firm clears the 5-year experience and PKR 50 M turnover gates and has the government + development references — these decide whether the bid is viable at all.

Lock structure & commercial split · confirm eligibility docs and references exist · confirm EPADS account.
14–20 Aug
Your side gathers all eligibility docs, project completion certificates, client references & CVs. Codeaza drafts TECH-4 methodology & TECH-5 work plan. Clarification questions to SMEDA close 20 Aug.
20–25 Aug
Assemble all forms, CVs, financial proposal (FIN-1/2), affidavits & declarations on stamp paper.
26 Aug
Full review of the assembled bid; signing/initialling of all pages.
27 Aug · 2:00 PM
Submit on EPADS v2.0. Opening same day 2:30 PM. Hard deadline — no manual/late submissions accepted.
05Good to know

Contract. 7 months from commencement; lump-sum in PKR, milestone billing (15% → 80% → 100%).

Penalty. Late delivery penalty 0.1%/day up to a max of 10% of contract value — one reason the technical plan and staffing must be realistic.

Ownership. All deliverables, data and software become SMEDA's property; strict confidentiality applies.

Presentation. SMEDA may invite the bidder to present the methodology — Codeaza will lead the technical portion.

Pass bar. QCBS, 100 technical marks, 70 to qualify before price is opened — the references and specific-experience blocks (45 marks combined) are what make the bid competitive.
